SYDNEY, Feb 19 AAP - The board of mining giant Rio Tinto is ignoring the national
interest," says The Australian in its main editorial on Thursday.

The paper says it is hard to tell whether the board is arrogant or inept.

"The company is based in London and run by a largely British board with little experience
of Australian mining," says The Australian.

Despite this, projects in Australia produce much of its revenue.

"Now, after rejecting a generous bid from BHP Billiton last year, the board wants (Treasurer)
Wayne Swan to approve a $30.5billion partnership between their company and state-controlled
Chinese business Chinalco, which already owns nine per cent of Rio," says the paper.

In case the Treasurer dares defy the board, Rio is warning that nearly 3000 existing
and planned jobs will go if Chinalco cannot kick capital into the struggling miner. And
- what a surprise - all but 100 of these jobs are in Mr Swan and Kevin Rudd's home state
of Queensland, where the local Labor Government is in election mode.

But this is not the end of the Rio board's bare-faced bullying, says The Australian.

In demanding approval for the Chinalco deal, Rio board members expect shareholders
and Australian citizens to save them from the consequences of their own errors.

The Sydney Morning Herald's main editorial says former federal treasurer Peter Costello
has provided pertinent background to the decision facing his successor, Wayne Swan, about
the proposed increased investment by Chinalco in Rio Tinto. Thanks to Rio Tinto's dual
listing in Australia and Britain, says the Herald, this will land on Mr Swan's desk for
approval via Treasury's Foreign Investment Review Board.

Mr Costello notes the board's bias is towards approving new foreign investments.

In 2001, when he knocked back Royal Dutch-Shell's proposal to take out its Australian
partner in the Northwest Shelf, Woodside Petroleum - which the board had recommended -
Mr Costello could find no precedent for refusal.

He details how the 1995 merger of the Australian subsidiary Conzinc Riotinto Australia
with its British parent, Rio Tinto, approved without conditions by the Keating government,
resulted in a shift of management and ancillary services to London.



Australians have learned a great deal in the wake of Victoria's horrific bushfires,
says the Sydney Daily Telegraph's main editorial.

"Particularly," says the paper. " we have learned to what extent local and state governments
are now reluctant to clear excess trees in fire-prone areas.

"Where extensive hazard reduction burns were once commonplace, attitude shifts among
councils and governments now either block such burning or place bureaucratic barriers
in its way," says the Telegraph.

Some Victorian councils even fined property owners for clearing trees on their own land.

Yet in at least one case, a house survived where others did not due in part to clearing
efforts that resulted in a $50,000 fine.

"Now we find NSW is also beholden to a trees-first mentality, with fire brigades sometimes
requiring a year for hazard-reduction approval and land owners told they can't clear escape
paths due to the primary needs of wildlife," says the Telegraph.

"Enough," says the Telegraph.

"The time is right for a change of priorities.

" Where there is a conflict between the protection of people and nature, the interests
of people must prevail.

"This is not to say nature can be despoiled without limit, but in cases where human
safety is jeopardised, the trees go first."



The Melbourne Age's lead editorial says a man charged with lighting the deadly Churchill-Jeeralang
bushfire in Victoria deserves a fair trial .

Brendan Sokaluk faces up to 25 years in jail - the equivalent of the maximum penalty
for murder - if found guilty of lighting the fire, which has killed 10 people, the editorial
says.

But his chances of a fair trial are narrowing, after a photograph of him appeared on
internet social networking site Facebook along with calls for him to be tortured and killed,
it said.

"It is no surprise that anyone accused of lighting a fire in which people died should
become a target of anger and outrage. All the more important, then, that Sokaluk should
receive a fair trial with the presumption of innocence," it says.



Melbourne's The Herald Sun's main editorial says Sydney Morning Herald economics writer
Ross Gittins should apologise for a column he has written about the Victorian bushfires.

In it, Gittins says Australians "enjoy a good natural disaster" as a form of entertainment
and mocks the sincerity of politicians expressing sorrow.

Mr Gittins is "an example of someone out of touch and labouring under dangerous misconceptions",
the Melbourne Sun editorial says.

"But while Ross Gittins and The Sydney Morning Herald have demeaned a magnificent response
to the fires, this newspaper wholeheartedly applauds the help the community has given.

"The bushfires will remain forever in the minds of those who have lost loved ones and
others who are still to find the remains of their families amid the ashes of Marysville
and Kinglake.

"In other circumstances, we would dismiss his ill-conceived opinions but they are an
insult to the hundreds of thousands of Australians who have given so generously to the
bushfire appeal.



On a lighter note, Brisbane's The Courier Mail says summers will be missing something
special when Richie Benaud retires from the cricket commentary team of Channel 9.

Benaud has been a leading voice of cricket since he captained Australia 50 years ago.

His knowledge of the game and his skill at describing its nuances are outstanding, says
the Courier.

"Add to this his distinctive phrasing and you take away an essential character of the
game that, like all professional sports, is becoming stage managed to blandness. Happy
retirement Richie. We sure will miss you."

20 June 2011 - Apple's (NASDAQ:AAPL) iBookstore has started offering the case studies catalogue of Canada-based Ivey school of business, the Financial Times reports.
Over 500 cases published by Ivey are available at a price of CAD3.99 (USD4.06/EUR2.85) each through iTunes. Ivey, which publishes over 200 new cases a year, will add newer cases regularly.

Ivey Publishing's director Paul Beamish said the move was part of the business school's attempts to offer easy access to its cases to everyone. Ivey hopes the cases available through iTunes would attract the attention of a wider audience.

Ivey is the first of the big case publishers to use iTunes to make its cases available to a wider audience, but other business schools and universities have successfully published other types of teaching materials on the Internet.

Greens leader BOB BROWN and maverick independent MP BOB KATTER have come together in
an unlikely alliance in a southern Queensland court today to support an anti-coal seam
gas activist.

Both men were at the Dalby Magistrates Court today to support Lock the Gate Alliance
president DREW HUTTON, who was arrested in March after joining a blockade against the
construction of a CSG pipeline on Queensland's Western Downs.

On day one of a two-day hearing, Mr BROWN and Mr KATTER addressed a rally of about
50 farmers and supporters outside the court, saying that Mr HUTTON'S bravely standing
up to the resources sector.

The hearing continues.

HOUSTON - Connecticut teammates Donnell Beverly and Kemba Walker were like the rest of us.

On the night the men's college basketball season ended last year 850 miles from the Hilltop Apartments where they huddled with friends around Beverly's television, there was a rooting interest for Butler, the team now standing in the way of their quest to bring a national title back to Storrs, Conn.
The last shot of last season's NCAA tournament easily can be found for viewing on the Internet. A Google search of "Butler Duke last shot" yields 74 videos ranging from the CBS broadcast to images captured on hand-held cameras in the arena.

The details remain etched in the minds of seemingly everyone who experienced one of the most memorable endings in college basketball history.

Gordon Hayward's half-court heave, the potential game-winner for the ultimate tournament Cinderella, bounced off the backboard, the rim and then out as time expired, allowing perennial powerhouse Duke to escape Lucas Oil Stadium in Indianapolis with a 61-59 victory and the NCAA trophy that came with it.

"I always go for the underdog," Beverly said. "We were pulling hard for Butler, and we watched that last play over and over, because they showed it over and over on TV.

"I really thought it was going in."

Beverly wasn't the only one.

So as Butler prepares for another shot after missing out on that championship miracle, there was no better way to look forward to tonight's title game against UConn here inside Reliant Stadium than by taking one final look back at what almost was.

Matt Howard remembers going over the options with his teammates just as Shelvin Mack fouled Duke's Brian Zoubek, sending the 7- footer to the line with 3.6 seconds left.

With the Blue Devils leading by 1, Zoubek made the first free throw and intentionally missed the second. Hayward grabbed the rebound in the lane, ducked around Zoubek and, after three dribbles, let loose a prayer that nearly was answered.

He was able to get free thanks to a vicious screen by Howard, who laid out Duke's Kyle Singler two steps from the midcourt circle.

"We talked about running that play where I would come up and screen for whoever got the ball in that situation, so I was sort of prepared to do that," Howard said. "I started to run back, and then I remembered, 'Maybe I should set a screen,' and I tried to free him up a bit. I turned around and seeing that shot being as close as it was I think made it a little more disheartening.

"It sort of took the wind out of me, and that's why I ended up where I was."

Howard ended up taking Singler's place on the floor as the buzzer sounded.

"That was more an emotional take-the-wind-out-of-me when I saw the shot didn't go in," Howard said. "I don't remember any reason why I would collapse, but I sort of did ... I really haven't watched it [since], and I probably won't watch it before the game."

Zach Hahn entered the game for Ronald Nored before Zoubek stepped to the line.

It was an offense-for-defense substitution that would give the Bulldogs an extra shooter in case that opportunity presented itself.

As soon as Zoubek released his second attempt, Hahn hustled up the floor with visions of what could have been the biggest moment of his life.

If the basketball landed in his hands, Hahn was going to be ready.

"My whole thing was just to get down the court and see if they could get a pass to me, and then be able to knock the shot down," Hahn said. "Gordon kept it, and Matt drilled Kyle Singler with a ball screen. He's always thinking the game one step ahead.

"Gordon's shot, I was right under the basket and it looked good from my perspective."

Added Nored: "I think everyone will tell you from our bench it looked like that thing was going in and it just happened not to fall."

Butler coach Brad Stevens was thinking, at the very least, the game was going into overtime. When Hayward released the shot, he expected the storybook ending, the fairy tale, to come true.

"I knew he'd have a shot to get it and we could come down, a really good player [would have] the ball," Stevens said of Hayward, now a rookie in the NBA with the Utah Jazz. "You know, you take a really good player with a ball in that moment every time."

No one has forgotten just how close the Bulldogs were to upsetting Duke, and that includes Beverly and the Huskies, the ones out to deny the coronation this time around.

"If you told me that night [that] a year later we'd be playing Butler for the national championship, I never would have believed it," Beverly said. "Nobody would have thought we'd be where we're at right now. Those guys can play; it's going to be a good game. It's going to come down to who plays better [tonight]: who executes better, who rebounds better, who plays defense better and who makes their shots."

If Butler makes one more shot than last season, it just might be cutting down the nets in celebration of a national championship.

VIC:Mum not guilty of kids' attempted murder

A Melbourne mum accused of attempting to murder her two young children by cutting their
throats and wrists has been found not guilty due to mental impairment.

The Victorian Supreme Court had heard at the time of the offences .. at Glen Waverley
in April this year .. 43 year-old CHRISTINE STEINBERG was suffering a major depressive
disorder with probable psychotic symptoms .. and that she had no memory of the event.

STEINBERG has been remanded to a psychiatric hospital pending a psychiatric report
recommending how long she should be subject to supervision.

The prosecution has asked that she be sentenced to a 25-year supervision order while
the defence has requested 12-and-a-half years.

The case returns to court on February 24.

ADELAIDE, Aug 5 AAP - The federal opposition's health plan would revive the blame game
between the states and the commonwealth on hospital funding, South Australian Premier
Mike Rann says.

Opposition Leader Tony Abbott has promised to deliver more hospital beds if he wins
government, but will not provide the funding for them upfront.

He's told ABC radio the states will have to produce the beds if they want the money.

Mr Rann said Mr Abbott's health plan would tear up the recent health agreement between
the states and the commonwealth and would bring back the "bad old days" of the blame game
on funding.

"He's only going to fund the beds after they've been opened," Mr Rann told AAP on Thursday.

"So where the hell does he think the money will come from to keep his promise?

"His assumption is the states will pick up the tab."

Mr Rann said the opposition's plan would be a real disaster for the South Australian
health system.

Mr Abbott went to a private hospital in Sydney on Thursday to unveil the coalition's
$3.1 billion package for 2800 new public hospital beds over four years.

The coalition was expected also to offer a $365 million GP package, which would extend
Medicare incentives to doctors who provided care after hours.

BRISBANE, Dec 23 AAP - The Queensland coroner has recommended no criminal charges be
laid over the deaths of three Aboriginal boys killed by a Brisbane-bound train, despite
finding the driver was driving dangerously.

Hayden Duncan, 10, and his brother Glen Duncan, eight, of Mount Gravatt East, and their
nine-year-old cousin Reggie Fisher, of Carole Park, died instantly when they were struck
by a train travelling with its headlights off between Goodna and Redbank stations in Brisbane's
west in March 2006.

Coroner Michael Barnes on Wednesday released his findings into the deaths, recommending
driver Dennis Smith's conduct be referred to Queensland Rail (QR) chief executive Lance
Hockridge for possible disciplinary action.

Mr Barnes last month ruled Mr Smith, who was driving the 10M1 special service train
to a football match, did not have to give evidence due to his suicidal mental state.

The court heard that just before the collision, a passing train advised Mr Smith there
were "kids up there throwing rocks, smashing windows as the trains go by".

Mr Smith did not see the boys until they were 20 metres away and was unable to stop
the train until 375 metres after the collision.

Mr Barnes labelled Mr Smith's decisions to drive at 80km/h, turn off his headlights
to avoid becoming a target and pull down his windshield to protect himself as "dangerous".

However, he decided against referring Mr Smith's actions to the Director of Public
Prosecutions, saying defence lawyers would successfully prove Mr Smith believed the boys
were throwing the rocks at a vantage point off the tracks or had fled to avoid apprehension.

Mr Barnes also recommended QR give a standardised meaning to the terms "proceed with
caution" and "proceed with extreme caution" for the benefit of drivers.

The Australian Federated Union of Locomotive Employees state secretary Greg Smith said
he was pleased with the findings.

"(The boys) trespassed onto the corridor and shouldn't have been there," he said.

"I don't think QR will take action against this driver.

"He's in a fragile state of mind... He won't drive again."

The inquest in November also heard that before the collision, the boys were seen dangling
their feet over the platform at Redbank train station and were asked to leave by Senior
Constable Kym Gralton.

However, the boys, one of whom was just one metre tall and weighed 20kg, told Sen Const
Gralton to "f*** off" before leaving and later pelting a train with rocks.

In his findings, Mr Barnes said while the officer could have taken the boys into protective
custody, it was not unreasonable for her to assume they would get home unharmed.

"It is difficult to see what she could reasonably have done," Mr Barnes said.

"I doubt the boys would have agreed to wait quietly in her office while she made inquiries
to locate their parents.

"I therefore refrain from making any findings adverse to her."

Fed: Five new departmental secretaries appointed in shake up

SYDNEY, Aug 14 AAP - Five new departmental secretaries have been appointed by Prime
Minister Kevin Rudd, including new heads of defence, foreign affairs and finance.

Mr Rudd has reassigned three senior departmental bosses, including Defence's Nick Warner
and Patricia Scott in broadband communications and the digital economy, The Australian
newspaper reports.

It is the first major shake-up of public service heads since Labor took office 20 months ago.

Mr Rudd has appointed diplomat Dennis Richardson to head foreign affairs and said finance
department chief Ian Watt, 59, would take on the role of secretary of the Department of
Defence.

Mr Richardson, 62, Australia's ambassador to Washington and a former ASIO chief, will
replace Michael L'Estrange in the Department of Foreign Affairs and Trade.

Mr L'Estrange, 56, a former high commissioner to London, is expected to take up a "senior
position" in Australia.

"Discussions with Mr L'Estrange about this senior position in government to which he
may wish to accept appointment are proceeding," Mr Rudd said in a statement.

He said the government would move to appoint a new ambassador to the US "in due course".

Mr Warner will leave defence to become the next head of the Australian Secret Intelligence
Service.

Mr Watt's main task over the next five years will be to meet the government's goal
of finding $20 billion of savings from the defence budget in order to fund the new defence
white paper.

The new Secretary of the Department of Finance and Deregulation will be David Tune,
who has played a key role in crafting the government's economic strategy to ward off recession.

Long-serving departmental head Helen Williams will retire from the post of secretary
of the Department of Human Services and leave the public service, to be replaced by Finn
Pratt, the CEO of Centrelink.

Patricia Scott will move from the top job at the Department of Broadband, Communications
and the Digital Economy to become a full-time commissioner at the Productivity Commission.

She will be replaced by Peter Harris, secretary of the Victorian government's Department
of Sustainability and the Environment.

Andrew Metcalfe, secretary of the Department of Immigration and Ethnic Affairs since
2005, has been reappointed for a further five-year term and public service commissioner
Lynelle Briggs will become the new chief executive of Medicare Australia.

Ms Briggs's deputy, Carmel McGregor, will act as public service commissioner.

DARWIN, April 3 AAP - Asbestos can be found in some remote indigenous communities in
the Northern Territory almost a year after it was brought to the attention of the federal
government.

It was reported on Friday that children had been playing with the cancer-causing material
at Areyonga, southwest of Alice Springs.

"If this situation happened in a main city like Canberra, Sydney or Melbourne, this
problem would have been dealt with within 24 hours," said resident Craig Woods.

"The government knows about this problem and yet they're not dealing with it."

A spokeswoman for federal Indigenous Affairs Minister Jenny Macklin conceded the government
was aware that asbestos material was still on the ground in some bush communities.

"It is understandable that communities and parents are concerned about asbestos even
if it does not currently pose a high health risk," she said.

In May last year, intervention workers reported widespread evidence of asbestos.

Surveys of the communities were then conducted in October and January, with asbestos
discovered in 45 of the 50 tested at the time.

Tests have since been conducted in all 73 Aboriginal communities acquired by the federal
government as part of the measures to combat child sex abuse.

"After being made aware of the presence of high-risk asbestos in some indigenous communities,
the Australian government ordered a comprehensive survey," the spokeswoman said.

"The survey identified three communities which had material which contained asbestos
that was considered an immediate health risk. That material was quickly removed."

The spokeswoman said the Department of Families, Housing, Community Services and Indigenous
Affairs (FaHCSIA) was now working with the Northern Territory government on a plan "to
remove all material containing asbestos which is damaged or in poor condition".

But it is not soon enough for elders at Areyonga.

They say no steps have been made to remove the toxic material, which comes from demolished
houses.

"Because of our remoteness, you know, we can be ignored," Mr Woods told ABC Radio.

Although the community was now aware of the dangers of asbestos, which can cause cancer
and breathing problems, Mr Wood said children had in the past played with the material.

"There's a few forms of asbestos and one of them definitely looks like a chalk," he said.

"Kids like to draw with things so asbestos looked like a chalk to them and they did
their drawings and played with the asbestos not knowing that it was a poison."

Ms Macklin's spokeswoman said the federal government understood the community's concerns.

"The minister has requested FaHCSIA to ensure senior government officials work with
the Areyonga community to provide information and help address their concerns," she said.

Liberal frontbencher TONY ABBOTT has backed an overnight hike in the price of alcopop
drinks in the battle against binge drinking.

The federal tax was doubled from midnight on ready-to-drink alcoholic beverages which
are popular with young drinkers.

The increase could lift the price by a dollar a bottle.

Mr ABBOTT .. a former health minister .. says he's not going to criticise a move that
should reduce consumption.

But he's told the Ten Network when governments raise taxes they're usually at least
as interested in the extra money as they are in any subsequent benefits.

The threat of storms across New South Wales has passed .. but the impact of yesterday's
heavy rain continues to concern emergency service crews.

At the central New South Wales town of Coonamble .. 171mm of rain has fallen in 24 hours.

SES spokesman PHIL CAMPBELL says rivers in the area have already started to rise and
may not reach their peak until tomorrow.

which Mr CAMPBELL says will force the closure of more roads in the next day.

Fed: Rudd supports PM's plan to override QLD law

CANBERRA, Aug 16 AAP - Federal Opposition Leader Kevin Rudd says he will support a
bid by Prime Minister John Howard to overturn a Queensland ban on local councils holding
referenda on mergers.

Mr Howard today announced he would introduce a law to override a Queensland law that
prohibits local councils from supporting referenda on forced council amalgamations.

Mr Rudd, who opposes the Queensland Labor government's policy of slashing the number
of councils in the state from 156 to 72, today said federal Labor would support the bill
proposed by Mr Howard.

"I have disagreed with it (forced council mergers), disagreed with it for the last
three months," Mr Rudd told reporters.

"And on top of that disagreement, when it comes to fines or the threat of fines and
the making it illegal for local authorities to test the sentiment of their local voters
if they so wish, I've disagreed with those courses of action on the part of Mr Beattie.

"And therefore, the course of action which has been outlined by Mr Howard I'm prepared
to support."

Viacom, the parent of MTV and Comedy Central, sued Google and YouTube in federal court for $1 billion in damages Tuesday in the most aggressive move so far by an old-line media company against the highly popular but legally questionable practice of posting copyrighted media content online.Viacom has feuded publicly with YouTube and its parent, Google, about the unauthorized posting of its programming online. The lawsuit cited ''massive intentional copyright infringement'' and accused YouTube of a ''brazen disregard'' for the law. ''YouTube has harnessed technology to willfully infringe copyrights on a huge scale, depriving writers, composers and performers of the rewards they are owed,'' Viacom said. Google said it was undaunted by the lawsuit and ''confident that YouTube has respected the legal rights of copyright holders.'' It added, ''We will certainly not let this suit become a distraction to the continuing growth and strong performance of YouTube.''The suit is the latest step in the dispute between YouTube and Viacom. Last month, Viacom demanded that YouTube remove more than 100,000 clips. YouTube complied, and in some cases posted a disclaimer that read, ''Removed at the request of Viacom International.'' ''Viacom is taking a very strong stance,'' said James Goss of Barrington Research in Chicago.''The issue is control over what you own. With the lawsuit, they want to draw a line in the sand.'' Viacom said that nearly 160,000 clips of its programming had been available on YouTube and that they had been viewed more than 1.5 billion times.Before Viacom ordered YouTube to take down the video, the two had been working toward an agreement. Many of Viacom's shows, like Comedy Central's ''The Daily Show'' and MTV's stable of reality television programs, are highly popular with the young YouTube demographic and are potentially worth a large sum if licensed to an online video service. But the two companies have been unable to reach a deal.Google has promised new technology to help identify pirated videos uploaded by users, but the company has not given a firm timetable for its introduction.''If there's anything central to Google's business model, it is being at the center of everything,'' said James McQuivey of Forrester Research. ''This has the potential to put them on the periphery.'' Shares of Google, the world's most-used search engine, fell $11.72, or 3 percent, to $443.03 in afternoon trading in New York. Shares of Viacom, which owns MTV Networks and Nickelodeon, rose 5 cents to $39.50Viacom's suit acknowledges the value of its programming to YouTube, noting that its content ''acts as a substantial draw, attracting users to the Web site.''YouTube is supported by advertising, but in most cases it does not share that revenue with copyright holders. It has been pursuing licensing agreements with other major U.S. media companies but has so far been unable to do so. YouTube is forming partnerships with hundreds of smaller media companies.Other old-line media companies have also had disputes with YouTube over copyrights. Some, including CBS and NBC Universal, have reached deals to license their material. CBS used to be part of Viacom but has split off into a separate company. In a separate case, Universal Music Group, a unit of Vivendi, had threatened to sue YouTube, saying it was a hub for illegally copied music videos. But it, too, later reached a licensing deal. Viacom and peers like NBC Universal, in which Vivendi owns a minority interest, are also investing heavily in their own Internet video sites in an effort to benefit from the migration of television audiences to the Web. ''Viacom's Web traffic is increasing nicely since it pulled content from 'GooTube,''' said Richard Greenfield of Pali Capital.

Police say a teenager's been crushed to death between two reversing trucks in Sydney's
inner west.

The 19-year-old removalist was found by workmates after the incident on Victoria Road
in Marrickville about 8.30am (AEST) today.

Police say the man was working on one of the two vans.

Queensland Premier PETER BEATTIE says any changes to double jeopardy laws .. will have
to be made at a federal level.

Calls for the overturn of the 800-year-old double jeopardy rule have been renewed ..

after the interview of a man twice acquitted over the murder of a toddler 33 years ago.

RAYMOND JOHN CARROLL has twice been acquitted on charges relating to the horrific murder
of 17-month-old Ipswich toddler DEIDRE KENNEDY.

He's maintained his innocence in a rare interview on Channel Nine.

Federal government frontbencher PETER DUTTON .. who's long supported the child's mother
FAYE KENNEDY .. says the interview's given them renewed impetus to get double jeopardy
laws changed.

But Mr BEATTIE says his government can't make any changes .. unless they're instigated
nationally.

Queensland Law Society president ROB DAVIS says the rule of double jeopardy is important
to ensure the rights of a citizen aren't overwhelmed by state powers.
